POSITION: Station Manager, South Coast FM, Wonthaggi VIC

South Coast FM (formerly 3mFM) is a community radio station and Registered Charity that broadcasts to over 10,000sq km of southern Victoria. We have been on air for over 35 years and have brand new studios in Wonthaggi and Mirboo North. We have presenters, employees, contractors, and a large number of skilled volunteers who maintain and operate the station.

The position of Station Manager is part-time 30 hours per week and is based in our Studios at Wonthaggi, Victoria.

Reporting to the Board of Management.

Salary range: $35 – $40 per hour, plus 12% super contribution

Background

South Coast FM has been operating for more than 35 years and is a volunteer driven, independent, community radio station run by and for the community which actively promotes involvement, access and participation and aims to provide the best in entertainment and information.

South Coast FM is a not for profit community radio station broadcasting to over 100,000 people from the SE Suburbs and Phillip Island to Yarram. Our primary audience reside in South Gippsland & Bass Coast shires.

Location of Employment: South Coast FM (SCFM) office/studio at White Road, Wonthaggi and remotely – with the ratio of office/remote days to be agreed with the Board.

Staff: Day-to-day responsibility for performance, leave and overtime approvals for all paid employees and maintaining leave entitlement records. Annual documented performance reviews and probation reviews as applicable.

Staff recruitment: To be undertaken collaboratively with the Board. SM to draft position descriptions for Board sign-off. SM to advertise positions select candidates and undertake initial interviews. Final candidate interviews to be conducted with Board representative(s).

Staff remuneration: SM to make bonus recommendations to the Board. Policies and procedures- SM will be cognizant of SCFM policies and procedures and shall manage staff and volunteer compliance. SM will advise the Board of any breaches in their monthly report and shall report immediately to the President any breaches that risk the reputation of SCFM.

SCFM business strategy: SM shall implement and report to the Board on progress in implementing the SCFM business strategy. The SM will have ongoing input into the business Strategy. Implementation shall be done in accordance with the priorities agreed with the Board.

Budget management: SM shall be responsible for preparing an annual budget for Board approval and for ensuring SCFM operates within budget. Monthly reports are to be presented to the Board advising of revenue and expenditure status.

Payments: SM shall have authority for all day-to-day payments up to a maximum as agreed with the Board.

Grants: SM to be responsible for recommending grant applications to the Board, preparation of approved grant applications for Board sign off, lodgement of approved applications, compliance with reporting obligations pursuant to any grants and commitments incumbent on SCFM pursuant to approved grants.

Legal and License obligations: SM to monitor obligations in relation to transmission sites. SM to be cognizant of all SCFM licence obligations and ensure SCFM’s compliance with those obligations.

Insurances: Conduct yearly reviews of all insurance policies to ensure cover is at the best price for all current equipment and facilities.

Reporting to the Board: SM shall ensure the provision of monthly reports to the Board on the financial status of SCFM including revenue and expenditure actuals versus forecast, sponsorship activities.

Stakeholders: SM will seek to establish and maintain relationships with key stakeholders including local government, community groups, regulatory bodies, grant giving organisations, and major sponsors.

Media and promotion: SM will be the principal point of contact for all community and media liaison.

Areas requiring collaboration, but not with sole responsibility

Programming: SM will be a member of the Board appointed SCFM Programming Committee which shall manage the programming schedule including new programmes, discontinuing existing programmes, appointing new announcers and managing announcer performance issues.

Sponsorship announcements: SM will not have responsibility for sponsorship announcements but will have responsibility for ensuring sponsorship announcements are being produced and scheduled in compliance with sponsorship agreements. Major sponsorship opportunities may require the involvement of the SM.
